Chair Mary Jo Green called the meeting to order at 9:05 a.m.
APPROVAL OF MINUTES
Moved by Ann Greenheck, seconded by Mike Bormett to approve the minutes of the August 8, 2008 Board Meeting. Motion Carried.
REPORT OF THE EXECUTIVE SECRETARY
Fund For Wisconsin Scholars (FFWS): HEAB is partnering with this private foundation to distribute grants to financially needy students. The first group of 1200 students (600 students from UWS and 600 students from WTCS) were selected and awarded grants this year. $3500/year was granted to students attending 4-year institutions and $1800/year was granted to students attending 2-year institutions.
Legislation: A bill that would prevent students who sell, distribute, or manufacture drugs from getting financial aid has been introduced. This bill will be monitored for future activity.
Governor’s 2009-2011 Budget Announcement:
HEAB administers three WHEG programs; Wisconsin Technical College System, Wisconsin Tribal Colleges, and University of Wisconsin System. The general structure for the WHEG formulas is outlined in the State Statues. HEAB reviews and approves the formulas for the upcoming school year at its February meeting. There are three components in the formulas: (Student Budget – Expected Family Contribution) x Student Award Percentage = Award.
Recommendation of the Executive Secretary: ($6,560 – EFC) x 27.44% = Award with a maximum award of $1,800 and a minimum award of $250. This reflects no change from the current year’s formula.

Recommendation of the University of Wisconsin System President Kevin Reilly, concurred by Connie Hutchison: ($6560 – EFC) x 50% = Award, with a maximum award of $3,280 and a minimum award of $974.

Recommendation of the Wisconsin Technical College System President Dan Clancy, concurred by Connie Hutchison: ($9,000 – EFC) x 13% = Award, with a maximum award of $1,170 and a minimum award of $494.

Recommendation of WAICU (Wisconsin Association of Independent Colleges and Universities) President Dr. Rolf Wegenke and concurred by Connie Hutchison: Continue the current maximum award of $2900 and the current minimum award of $1000.

During the fiscal year 2008, WHEAL borrowers paid HEAB a total of $50,799.36. Of this amount $31,307.72 was for principal and $19,490.64 was for interest. As of December 31, 2008 there were 6 people currently still in repayment.
In 2008-09, WHEG-UW has committed 131.56% ($72,356,380) of its appropriation with 31,874 awards. This is 999 more awards and .53% less committed than at this time last year. WHEG-WTC has committed 170.11% ($30,232,628) of its appropriation with 31,484 awards. This is 2,551 fewer awards and 2.81% less committed than at this time last year. WTG has committed 109.66% ($29,175,820) of its appropriation with 10,897 awards. This is 1,613 more awards and 12.82% more committed than at this time last year. WHEG-TRIBAL has committed 127.20% ($586,410) of its appropriation with 423 awards. This is 117 more awards and 6.86% more committed than at this time last year.
Status of Applicants paragraph on Board Report 09-16 was incorrect. The following paragraph includes the correct numbers which are now reflected in Board Report 09-16.
Status of Applicants: The number of applicants (first-time FAFSA filers who listed Wisconsin as their state of legal residence) for 2008-09 through February 12, 2009, is 267,388. Last year at this time there were 253,785 applicants. Applicants for 2007-08 totaled 262,773.
BOARD REPORT #09-17 2007-2008 Annual Minority Undergraduate Retention Grant Report and Survey Results
The 1999-01 Budget Bill required HEAB to begin annual reporting on the effectiveness of the Minority Undergraduate Retention Grant. The last annual report noted that among student recipients surveyed, 83.53 percent indicated that the grant positively affected their decision to return to or stay in school. 77.78 percent of the respondents either have earned a degree or certificate or continue to work towards obtaining a degree/certificate. In addition, over 94.12 percent of the recipients plan on living and working in Wisconsin after graduating. As those numbers are approximately what they were the year before, we continue to believe that this program is very effective.
The Board discussed the report.
Each year HEAB goes out to the aid community with a survey to collect information about need based and non-need based student financial aid for Wisconsin resident undergraduates. The colleges and universities within the four different Wisconsin Higher Education Sectors provided the majority of the information reflected in this report. The four sectors of colleges and universities include the Independent Colleges and Universities, the Tribal Colleges, the University of Wisconsin System, and the Wisconsin Technical College System. The majority of the cost of education is met by assistance that is based on financial need. The majority of need based and non-need based assistance combined is funded by federal loan assistance.
