Chair Mary Jo Green called the meeting to order at 9:12 a.m.
APPROVAL OF MINUTES:
Moved by, Liz Tucker, seconded by Deb McKinney to approve the minutes of the November 2, 2007 Board Meeting. Motion Carried.
REPORT OF THE EXECUTIVE SECRETARY:
HEAB is working with UWSA and WTCS to develop a standardized reporting form for the Veteran’s Tuition Remission program.
Proposed Legislation Alternate Selection for AES: No hearing has been scheduled.
Secretary Hutchison also mentioned the Fund for Wisconsin Scholars and noted that the Office of the Wisconsin Covenant will be submitting the College Access Challenge Grant for our state.
BOARD REPORT #08-07 2008-2009 WTG Program Formula
Recommendation of WAICU (Wisconsin Association of Independent Colleges and Universities) President Dr. Rolf Wegenke and concurred by Connie Hutchison: Continue the current maximum award of $2900 and the current minimum award of $1000.
Moved by Debra McKinney, seconded by Liz Tucker, to accept the recommendation as written. The motion passed unanimously.
BOARD REPORT #08-08 2008-2009 WHEG Tribal Program Formula
Formula recommendation from College of Menominee Nation President Verna Fowler, PhD: (There was no recommendation from the Lac Courte Oreilles Ojibwa Community College.)
($6,560 – EFC) x 27.44% = Award with a maximum award of $1,800 and a minimum award of $250. This reflects no change from the current year’s formula. Connie Hutchison concurred with the recommendation.

BOARD REPORT #08-09 2008-2009 WHEGUW Program Formula
Recommendation of the University of Wisconsin System President Kevin Reilly, concurred by Connie Hutchison:
($5960 – EFC) x 50% = Award, with a maximum award of $2,980 and a minimum award of $674.

BOARD REPORT #08-10 2008-2009 WHEG - WTCS Program Formula
Recommendation of the Wisconsin Technical College System President Dan Clancy, concurred by Connie Hutchison:
($8,500 – EFC) x 13% = Award, with a maximum award of $1,105 and a minimum award of $429.00

BOARD REPORT #08-11 Wisconsin State Student Financial Aid Data (WISSIS) For 2006-2007
Each year HEAB goes out to the aid community with a survey to collect information about need based and non-need based student financial aid for Wisconsin resident undergraduates. The colleges and universities within the four different Wisconsin Higher Education Sectors provided the majority of the information reflected in this report. The four sectors of colleges and universities include the Independent Colleges and Universities, the Tribal Colleges, the University of Wisconsin System, and the Wisconsin Technical College System. The majority of the cost of education is met by assistance that is based on financial need. The majority of need based and non-need based assistance combined is funded by federal loan assistance.

BOARD REPORT #08-13 WHEAL Program Status Report for Fiscal Year 2007
During the fiscal year 2007, WHEAL borrowers paid HEAB a total of $73,445.43. Of this amount $49,070.88 was for principal and $24,374.55 was for interest. As of December 31, 2007 there were 10 people currently still in repayment.
BOARD REPORT #08-14 Status of 2007-2008 Applicants and Programs
In 2007-08, WHEG-UW has committed 131.64% ($65,821,681) of its appropriation with 30,877 awards. This is 2,013 more awards and .39% less committed than at this time last year. WHEG-WTC has committed 170.80% ($29,237,228) of its appropriation with 34,039 awards. This is 951 more awards and 2.10% more committed than at this time last year. WTG has committed 96.84% ($24,653,286) of its appropriation with 9,284 awards. This is 1,997 more awards and 13.13% more committed than at this time last year. WHEG-TRIBAL has committed 120.34% ($498,214) of its appropriation with 306 awards. This is 68 more awards and 24.91% more committed than at this time last year. The number of applicants through January 22, 2008, for the 2007-08 academic year was 250,872. That number last year at this time was 243,773. Applicants in 2006-07 totaled 254,376.
BOARD REPORT #08-15 Teacher Education Loan Ten Year Report
Through the Teacher Education Loan Program, The State of Wisconsin provides loans to Wisconsin residents enrolled in teacher education programs at the Milwaukee Teacher Education Center (MTEC). For each year in which the loan recipient teaches full-time in the Milwaukee Public Schools (MPS), after completing the MTEC program, 50% of the loan is forgiven. Loan recipients who do not complete the MTEC program, or who do not earn full forgiveness by teaching in MPS, must repay any unforgiven balance of their loan to the State of Wisconsin.
